Scheduler is not display event in perfect time

If used the detailed time in event then event is not displayed in the perfect time-frame.
ie. event having time with 10:15 to 11:15 then the event is started from 10:00 instead of 10:15 and ends on 11:00 instead of 11:15.
is there any suggestion or solution to display event with specific time period.
