I want to give event when mouse over the row. click(X)

You can use the cellhover callback function. Here is an example with it: http://jsfiddle.net/jqwidgets/tguhan39/. However, it is called only when the selectionmode is cell-based. Here is an alternative solution for rows: https://www.jseditor.io/?key=jqxgrid-row-mouseover.
